Several Key Decisions Taken In Assam Cabinet On July 22: Check Details

Assam Chief Minister Himanta Biswa Sarma on Thursday (July 22) chaired a cabinet meeting at Janata Bhawan in Guwahati where several key decisions were taken.

The following decisions were taken in the meeting of the Assam Council of Ministers:

1. Extension of PM-KISAN benefits:

* Farmers having annual patta (Eksonia Patta), Touji Patta, farmers cultivating in Devottar land, farmers eligible to get land patta under Forest Rights Act, small tea growers and horticulture farmers will also be eligible for PM-KISAN benefits.

2. Education Reformation by involving Panchayati Raj institutions:

* District Level Vigilance and Monitoring Committee to be formed with Zila Parishad President as Chairman.

* Block Level Vigilance and Monitoring Committee to be formed with Anchalik Panchayat President as Chairman.

3. Silt Extraction from rivers:

* Deputy Comissioners to give allotment for extraction of silt from river basins.

* Existing rules of Environment & Forest Dept to prevail in case of extraction of sand and stones.

4. Administrative Reforms: Approval to formation of financial committees:

* Departmental Finance Committee to sanction projects up to Rs 2 crore. Committee to hold meeting every Monday.

* Standing Finance Committee headed by Chief Secretary to sanction projects of Rs 2-10 crore. Committee to hold meeting every Tuesday.

* Special Standing Finance Committee headed by Finance Minister to give appraisal of projects of Rs 10-100 crore and get approved by Chief Minister. Committee to hold meeting every Thursday.

* Department to place projects above Rs 100 crore directly in the Cabinet.

5. Formation of new Indigenous and Tribal Faith & Culture department approved with three directorates under it:

* Directorate of Archaeology
* Directorate of Museum
* Directorate of Historical & Antiquarian Studies

6. Approval to Appointments:

* Former MP & Union Minister Rajen Gohain as Chairman of Food & Civil Supply Corporation under Food, Civil Supplies & Consumer Affairs Dept with rank of Cabinet Minister.

* Prof Dr Nani Gopal Mahanta as Advisor of Education Dept with rank of Minister of State.

7. Jal Jeevan Mission | Decentralisation of power:

* Deputy Commissioners authorized to utilize funds up to Rs 10 crore with approval of in-charge Minister of the district.

* To constitute a Standing Committee headed by DC to deal with all issues related to JJM implementation.
